Whenever you feel ready. I depends on the seriousness of the previous relationship, how tough of a break up was, who initiated it, how much damage you feel or left, etc. All of the things need to be considered before getting back in the game.
You wait as long as you feel the need to. If it takes you like 3 weeks to get over an ex girlfriend, well than it takes you 3 weeks. If it takes 4 days, well it takes you for days.
It depends who you really broke up with as in was it from a long-term rel'ship or what? But I would say a month if you really cared about the previous rel'ship or felt something about previous rel'ship.
If you were having sex, wait at least 6 months. The sex complicates the following transition. You have to let your having-regular-sex hormones die down and return to normal.
